(Small Notes for the Issue)

On 10 December, 1948, the Universal Declaration of Human Rights was adopted at the United Nations. And it marks the 50th anniversary in 1998. The Ministry of Posts and Telecommunications, Japan, had held the International Stamp Design Contest by the theme, "Happiness," and chose four good designs out of 21,955 entries to be the commemorative stamps.
